Children's Trust and Local Safeguarding Children's Board

The Children's Trust is a Programme Board of Shaping Thurrock (Thurrock's Local Strategic Partnership), and provides quarterly performance reports to Shaping Thurrock. The Local Safeguarding Children Board (LSCB) reports annually on performance to Shaping Thurrock.

The LSCB provides an oversight and scrutiny function to the Children's Trust regarding the Stay Safe work outlined in the Children and Young People's Plan. The LSCB will form a judgement regarding the effectiveness of this work on behalf of Thurrock's children and young people. The LSCB also focuses on the outcomes of Serious Case Reviews and their implications for the Children's Trust partnership, and on performance indicators relating to Stay Safe.

Within the LCSB Business Plan, key activities are assigned to the Children's Trust, and a forward programme of reports to the LSCB has been established. Where relevant, the remit of each Children's Trust workstream group includes a link to activities required in the LSCB Business plan, to ensure that this work is embedded into the work of the group.

Where the Children's Trust identifies new safeguarding issues, for example through its needs assessment for the Children and Young People's Plan, these will be highlighted to the LSCB through the LSCB Management Executive. The Children's Trust Manager/Programme Board Coordinator is a member of the LSCB Management Executive. The Director of Children's Services (and Chair of Children's Trust) is a member of the LSCB Board.

The Children's Trust Manager and the LSCB Manager meet regularly to ensure potential blockages and issues can be identified at an early stage and appropriately actioned.
