Terms Of Reference

To develop and drive the strategic direction of health and wellbeing of the population of Thurrock, specifically:

  • Ensure the delivery of the long term vision for health and well being set out in the Sustainable Community Strategy.
  • Implement and performance manage the targets contained within the Thurrock Local Area Agreement Healthier Communities and Older People block.
  • Ensure that the partner organisations within the Healthier Communities Programme Board embed the Thurrock Sustainable Community Strategy objectives within their own corporate and service planning as appropriate.
  • Ensure that local people are at the heart of the strategy and that they are fully engaged in its development through the Healthier Communities Executive itself and the community involvement strand of the Local Strategic Partnership (LSP).

In relation to strategic commissioning:-

  • To ensure a joint strategic direction for commissioning in Thurrock across third sector and statutory providers based upon the outcomes of the Joint Strategic Needs Assessment.
  • Ensure that commissioning decisions in Thurrock meet Primary Care Trust (PCT) and Local Authority priorities and targets (including those contained within the Local Area Agreement (LAA) and any specifically relating to LSP Partnership Boards).
  • To be the overseeing body for joint commissioning work programmes within Thurrock and to ensure co-ordination in planning joint resource and services between the local authority and PCT where joint work streams have been identified and programmes have input from the right individuals and partners.
  • To ensure that commissioning decisions are informed by consideration of 'best value', developing capacity of local provider network and rigorous monitoring and evaluation of commissioning decisions.

The Healthy Communities Programme Board (HCPB) will provide:

  • quarterly performance reports to the Shaping Thurrock Executive Group;
  • annual performance reports to all partners;
  • reports to the Thurrock Council Health and Well Being Overview and Scrutiny Committee on an annual basis.

The HCPB meetings will take place on a quarterly basis.
