Within the Community Safety Partnership is the Priority and Prolific Offender group. This group is chaired by Essex Police and attended by Probation, the Drugs Intervention team, Anti-Social Behaviour (ASB) team, Youth Offending team and Housing.
Our key targets are to:
- Identify the Priority and Prolific Offenders within Thurrock (minimum 20)
- Share information on offenders across agencies to reduce their offending
- Develop and implement an action plan for each PPO ensuring that they are subject to intense Police monitoring, Probation or YOS supervision, and offered appropriate interventions to change their offending behaviour
- Work with the Drugs Intervention Programme to encourage drug-misusing offenders out of crime and into treatment
- Work with housing to ensure accommodation appropriate to their needs

Why focus on prolific offenders?
Research has led to the estimation that about 0.5% of offenders are responsible for about 10% of crime committed; these individuals are the Prolific and Other Priority Offenders. These are individuals identified through intelligence and other factors as having a significant impact on local crime figures or quality of life issues.
There are three complementary strands.
- Prevent and Deter - The clear aim here is to prevent the most at risk young offenders from becoming the Prolific Offenders of the future through appropriately targeted youth justice and community based interventions.
- Catch and Convict - Through the Coordination of partner agencies this aims to ensure that targeted offenders in this group are speedily dealt with by the criminal justice system and introduced to the next phase, additionally using restrictive measures including custody and restrictive bail to prevent further commission of crime.
- Rehabilitate and Resettle - The aim is to stop reoffending by increasing their motivation to act within the law. Prolific Offenders have a stark choice, to comply with rehabilitation plans or face a swift return to the courts.
How are we doing?
We currently have 20 offenders within catch and convict or rehabilitate & resettle. Each offender is supported by probation; housing and the drugs team to stop offending. We have a target to achieve a 20% reduction in their offending during 2008/09.
